    The City of Beresford, SD offers several different ways to pay your bills. Pay Your Bill Utility & BeresfordTel Bills City of Beresford Utility and Beresford Municipal Telephone Company (BeresfordTel ) bills are mailed out the first of each month and payment is due on the 15th of that month. If payment is not postmarked or received by the 15th, a 5% penalty will be added to the next bill . If the 15th falls on a weekend, you have until the following Monday to pay the bill without penalty. Utility Bill - Includes electric, water, sewer and garbage pickup. Water and electric meters are read on the 20th of each month and those services will be billed the following month (ex: water and electricity consumed between December 21 and January 20 will be billed o n the February 1 bill).     Information for new residents moving to Beresford, SD. New Resident Information Welcome! We are so glad you decided to move to Beresford! Below are a few steps you will need to complete when moving to town. If you have any questions, please call City Hall Monday through Friday 8 a.m. to 5 p.m. (605) 763-2008. 1. Set Up Utilities The City of Beresford operates the electric, water, sewer and garbage. If you have natural gas, you will need to check with your landlord/realtor to determine who provides natural gas. You will need to fill out our Utility Application form, give us a copy of your Driver's License and pay your deposit before your services are turned on. We only accept check, cash, or money orders for the deposit. Deposits Renters: $200.00 - The d eposit will be applied to your utility account after 12 consecutive, t imely payments. Owners: Residential - $75.00, Commercial - $100.00 The deposit will be applied to your utility account after 6 consecutive, timely payments. Please bring the application and deposit to City Hall during operating hours (M-F, 8 AM-5PM) 2. Automatic Withdrawal for Bill Payment (optional) The City of Beresford offers Automatic Bank Withdrawal from your checking or savings account for your utility and BMTC bills. The payment will be withdrawn from your bank account on the 15th of every month (if the 15th lands on a weekend, it will be the following Monday). City of Beresford Ordinances* Beresford City Ordinances Effective March 31, 2021 When the City of Beresford makes laws that affect citizens, those laws are called ordinances. Residents and visitors are expected to stay informed and follow the ordinances. Highlighted Ordinances Ch. 5.0 2 - Anim a ls Ch. 5.0210 - Number of Pets Limited It shall be unlawful for any person to have or to keep more than five domestic pets over the age of six months, except birds and fish, on any lot or premises in the City, unless such person residing on or in the lot or premises has a valid kennel license issued by the City. Humane societies, veterinarian offices, and retail pet stores are exempt from the provisions of this section. Ch. 5.0211 Licensing of Dog Required - Each owner or keeper of a dog of the age of six months or over shall within thirty days aft er the acquisition of such animal or within thirty days aft er t he time such animal becomes six months old, cause such animal to be licensed by the City. Ch. 5.0216 Livestock It shall be unlawful for any person to permit livestock to be kept, fed (grazing included), or habitually located in the City of Beresford. No person shall lead, drive or ride any horse upon any lawn, flowerbed, sidewalk or any other area in any city park or upon any parkway or private property. Anyone who leads, drives or rides a horse within the City is responsible for the removal of all manure or excrement. It shall be unlawful for any person to park or leave unattended within th e City any livestock truck or livestock trailer which contains any manure, excrement or animal waste of any kind or description. It shall be unlawful for any person to load or unload any livestock from or into any truck, trailer or combination thereof within the City, except in order to place such livestock upon or remove it from a railroad livestock car located on a railroad track or siding operated by a railway company running trains to and from the City. Dumping or unloading of any manure, excrement or animal waste within the City is strictly prohibited. Curfew For Minors - Ch. 5.04 Ch. 5 .0401 - Imposed - It shall be unlawful for any minor under the age of 15 years to be on or present upon any street, avenues, alleys, parks, playgrounds or other public grounds or places of amusement or enter-tainment, or places of business or vacant lots in the city before 6 AM or after 10 PM on any days of the week, unless such minor is accompanied by their parent, guardian or other adult having the care or custody of such minor It shall be unlawful for any minor over the age of 14 years and under the age of 18 years to be on or present upon any streets, avenues, alleys, parks, playgrounds or other public grounds or places of business or vacant lots in the city on the days and at the times as follows: Monday through Thursday, both inclusive, before 6 AM or after 11 PM Friday, before 6 AM Saturday, between the hours of 12:30 AM and 6 AM Sunday, between the hours of 12:30 AM and 6 AM or after 11 PM unless s uch minor is accompanied by his parents, guardian or other adult person having the care or custody of such minor. Ch. 6.03 - Snow Removal Ch. 6 .0301 Duty to Remove - It shall be the duty of the owner, tenant, or person in possession of any property abutting on any sidewalk to keep such sidewalk and boulevard free from snow and to cause any accumulated snow to be removed within twelve hours in the downtown area and forty-eight hours 43 in the rest of the City after the termination of any snowfall, or snow accumulation. When it is impossible to take snow and ice from such walk by reason of its being frozen to the sidewalk, the owner or occupant or person in charge of such lot shall sprinkle or spread some suita ble material upon the same to prevent the walk from becoming slippery and dangerous to travel. Ch. 6.0302 Disposal of Snow - It shall be the duty of the property owner, tenant, or person in possession of any public or private driveway, parking lot, parking area or boulevard to dispose of accumulated snow upon such property in such manner that any snow when removed shall not be deposited upon any sidewalk, within or upon any public street or alley, after such public street or alley has been cleared of snow by grading of such snow away from the curb or picking up and carrying away of such snow by the City, or in a manner that will obstruct or interfere with the passage or vision of vehicle or pedestrian traffic. Ch. 6.0303 Removal Costs Assessed - In the event any owner, tenant, or person in possession of any property shall neglect or fail to or refuse to remove such snow or ice within the time provided, the City may issue a citation for such violation and may authorize such removal with the costs to be assessed against the abutting property owner. (SDCL 9-30-5) Penalty for Snow Removal Violations The violation of snow removal alert penalties as set forth in Beresford Revised Ordinance No. 7.0508 D shall be modified so as to provide that fines shall be in the amount of $75 if paid to the City Finance Office within 72 hours of the issuance of the citation. If the owner or operator fails to pay the fine within 72 hours, they may do so by paying the City Finance Office the sum of $100 if paid within two weeks from the date of violation. If the fine is not paid within two weeks from the date of the violation, the owner or operator shall be fined not less than the sum of $125, plus court costs which shall be collected by the magistrate court. Ch. 8.05 - Sewer Provisions Ch. 8.0504A - Use of the Public Sewers - No person(s) shall discharge or cause to be discharged by sump pump or other means any unpolluted waters such as storm water, exterior foundation drains, areaway drains, down spouts, surface water, groundwater, roof runoff, subsurface drainage or cooling water to any sewer or drain which in turn is connected directly or indirectly to a public sanitary sewer. Storm water runoff from limited areas, which storm water may b e polluted at times, may be discharged to the sanitary sewer by permission of the City.
